Four Arrested over boda boda theft in Greater Bushenyi.

Western Uganda – Police in Greater Bushenyi has arrested four members of a notorious gang that has been stealing motorcycles,and allegedly masterminding murder of boda boda riders.

 Christopher Benywanira alias Brown Mark 29, Ssenyonjo Mike alias Rubuto 35, Jordan Amutuhaire 27 and Matovu Abas 28, a boda boda rider in Makindye-Kampala, were arrested in an operation against boda boda theft that was conducted by Sheema district police detectives.

According to greater Bushenyi police spox Martial Tumusiime, the suspects are currently detained at Bushenyi central police station as investigations continue.

Mbarara metropolitan city will receive Shs86.5 billion compared to Shs40 billion under Uganda Support to Municipal Infrastructure Development (USMID) program for the phase 2013-2018.

This was revealed by minister of Lands,Housing and Urban Development,Chris Baryomunsi who was among the guests that accompanied President Yoweri Kaguta Museveni to commission roads in Mbarara metropolitan city on July 26, 2019.

 The commissioned roads were Macalister Road (Liverpool House-Kabatereine),Constantine Lobo road (Baguma – Kabatereine),and others,all part of the Shs40 billion USMID fund under world bank,in partnership with ministry of lands,housing and urban development for the phase 2013-2018.

Shs86.5 billion have been given to Mbarara for USMID phase 2 starting this year.

President Museveni after commissioning, he cautioned people to work hard and have income generating activities in their homes to curb down poverty.

It is currently estimated that 75 people on 100, in Mbarara district, consume what they grow and are left with no food to sell for income,many living below the poverty line.

President Museveni orders immediate action against those contaminating River Rwizi,Encroachers asked to Voluntarily Vacate Wetlands.

Western Uganda – President Yoweri Museveni has asked persons occupying wetlands in the Ankole region to voluntary withdrawal from the catchment areas, in order to avoid effects of forceful eviction.
The president was addressing a press briefing at Mbarara State Lodge on Thursday night, soon after the concluding the sensitization of Political Leaders and Youths on Operation Wealth Creation (OWC) at Kakyeka stadium.  
President Museveni also ordered immediate action against those contaminating River Rwizi after of the journalists revealed to him that many people direct sewage into the River, landlords open septic tanks,and the waste flows into water.
The said that the encroachers irrespective of the social status must put into consideration the effects of their activities on nature, citing the silting of water bodies, resulting in a water crisis in urban centres. He emphasized that the depletion of the environment must stop.  

Museveni expressed concern that Mbarara municipality now gets its water from River Kagyera because River Rwizi catchment area is no longer able to provide adequate water for domestic and commercial purposes.  He added that the government is moving ahead with a plan to nullify all land titles that were issued in gazette wetlands.      

Museveni told journalists that he was disturbed by locals who empty sewerage into River Rwizi referring to them as witches. He called for the arrest of those engaged in the practice and have the houses in question demolished.    


The contamination of River Rwizi has been a major concern over a long period of time. The National Environment Management Authority-NEMA faults the leaders of Mbarara Municipality, Isingiro and Mbarara District for failing to end activities that contaminate the water body.  

The river, a lifeline of millions of people in the region, is also a source of water for major towns in Ankole region. However, residents in Mbarara Municipality, parts of Isingiro and Buhweju continue to erect toilets on the riverbank and empty them in the river especially during the rainy season.    

NEMA coordinator for southwestern Uganda Jeconious Musingwire says that authorities in the districts where the vice is highly practised have failed to enforce the law, and hold liable all individuals who are putting at risk, the lives of millions of people whose livelihood depends on the river.  

The National Water and Sewerage Corporation –NWSC spends an average of 900 million Shillings per month on chemicals to treat water that is supplied through the national grid.  

UGANDA: Constitutional court dismisses a petition challenging the legality of Army representatives in Parliament.

The Constitutional court has dismissed a petition in which a concerned citizen was challenging the legality of Army representatives in Parliament.

 Five justices of  led by the Deputy Chief justice Alfonse Owiny-Dollo have disagreed with the petitioner Ellady Muyambi;  a   Research Associate of Africa Human Rights Monitoring who wanted the ten UPDF  representatives in parliament thrown out  on grounds that they are not democratically elected .

Deputy Chief Justice  Owiny-Dollo and Justices Kenneth Kakuru, Frederick Egonda Ntende, Cheborion Barishaki and Ezekiel Muhanguzi unanimously  ruled that Muyambi  failed to show how the presence of army representatives in Parliament affects the role of UPDF provided for under Article 79 of the Constitution.

They also noted that removing them would amount to entirely excluding the army from Parliamentary representation and that Parliament can only do so through a Constitutional amendment.

Muyambi’s lawyer Ladislaus Rwakafuuzi says his client is dissatisfied with the court decision and is going to the Supreme Court.

Wealth Creation Tour: President Museveni to Meet Ankole leaders in Mbarara tomorrow. The Opposition says this is a ‘Political Tour’.

Western Uganda – The office of the resident district commissioner Mbarara has confirmed that President Yoweri Kaguta Museveni will be in Mbarara tomorrow to meet leaders from districts of Ankole Sub-Region,at Kakyeeka Stadium.

President Museveni’s wealth creation national tour started in May this year, he has toured most of the regions, meeting heads of municipality and district departments,NRM leaders,Sub County and District Councilors,plus addressing rallies.

After tomorrow’s meeting, he will address a rally on Friday in Kanyaryeru, Nyabushozi Kiruhura district,before proceeding to Kigezi sub region next week.

Ghetto President Bobi Wine Vs President Museveni come 2021: People Power Unveils regional and district leaders,coordinators ahead of 2021 general elections.

At a Mega Press Conference at Kyadondo East Member of Parliament Robert Kyagulanyi alias Bobi Wine’s home Magere Wakiso district, Bobi Wine led People Power pressure group has on Wednesday July 24, 2019 unveiled a complete list of a team that is going to coordinate People Power activities ahead of the 2021 General elections.

They include members of parliament from different political parties,activists, and other vibrant government critics.

Bobi Wine who has a two year political experience now,since becoming MP in 2017,has maintained that he will contest for presidency 2021.

The spokesperson of the People Power movement Joel Senyonyi said that they resorted to holding this event at Bobi Wine’s home Magere after all venues they approached refused to host them.

Northern Uganda Leaders in Mbarara,Kiruhura for lessons on ending Nomadism.

Nabilatuk district local government leaders in Northern Uganda are on study tour in
Mbarara and Kiruhura districts to learn on how they transformed from
nomadism to settled and concentrated livestock farming.

The leaders of Nabilatuk district want to practice the same in the
district by year 2030.

The team of 15 district leaders led by the Chief
Administrative Officer Nabilatuk district Mr. Alfred Malinga, consist of ten head of departments and five district executive
members.

The team on Monday  July 22,2019 interacted with the Mbarara district chairperson Capt. JB Bamuturaki Tumusiime and the Chief Administrative Officer Mr. Kweyamba
Ruhemba.
Kweyamba guided the guests in touring the district local government
infrastructure and the ongoing beautification district project that
impressed the visitors which they commented on as attractive and
educative on environmental management.

Malinga assured the team that having heard from district leaders they
expect to go back and mobilize and sensitize the public through
traditional community meetings and radio talk shows, even use
religious congregations with assistance from none governmental
organizations.

He said Nabilatuk district is very fertile where people own huge
pieces of land than in Ankole sub region but the big challenge people
are practicing nomadism with a lot of cattle that produce very little
milk.

Malinga said the people have started transforming the area by
constructing permanent homesteads but need to be improved.

He said they have a national park also as district leaders want to
learn and see how they can coexist with the animals and their
benefits.
The main challenges of nomadism include; school dropouts, women abandon homes because of men travelling with animals in search of water and pastures during drought periods.

On Wednesday, July 24,the team will be in Kiruhura district.

Kidnapped Kanungu brothers released after payment of Shs2 million ransom.

Western Uganda – Armed Congolese men who on Saturday 20th July,kidnapped two schoolchildren in Kanungu District,have released them after their family paid Shs2 million ransom.

  Akim Niwagaba, 13, and Ramathan Ayinamani, 10, were picked from their mother Joselyne Ampeire’s rice garden,where they were scaring away birds.

The duo who are all pupils at Ntungamo Primary School in Butogota Town Council in Kanungu District, are now in a good condition.

According to Mr Jackson Tukahirwa, a relative, on Sunday, the children were on the border side of DR Congo in Bugarama Cell, Munyaga parish, Binza Sub County where they brought land sometime back.

He explained that the kidnappers asked for 4 million, family negotiated for 1 million,they ended up agreeing 2 before their release on Monday,July,22.

Kigezi sub-region police spokesman Elly Maate confirmed the return of the teenagers, saying no arrests have been made but hunting is still on.

Zzana-Wakiso Mobile Money attackers charged before Army court,Remanded.

Central Uganda – Four men including two Uganda People’s Defence Force (UPDF) Soldiers have been arraigned before the General Court Matial in Makindye on charges of murder and aggravated robbery of a  mobile money Businesswoman in Zzana-Wakiso District.

Private Bob Anichan, Private Dennis Mangusho, Stanley Mulunda and Issa Ntale appeared before Lt. Gen. Andrew Gutti the newly sworn in Court Chairperson, and denied the allegation.

Court heard that on 10th June 2019 at Zzana Cell in Bunamwaya within Wakiso, the accused persons while armed with a gun, shot Businesswoman and mobile money dealer Harriet Nalwadda, and robbed her of 6.8 Million shs.

They have been sent on remand till 5th August as investigations in the case continue.
