At least 57 have died after a fuel tanker exploded after an accident at Morogoro,200 kilometres west of the capital Dar es Salaam.

“We have been saddened by reports of an accident involving a fuel truck in Morogoro, which caught fire and burnt several people,” government spokesman Hassan Abbasi said on Twitter.

Rwandan Foreign Affairs Minister Dr Sezibera Admitted in Critical Condition after Poisoning.

The Rwandan Minister of Foreign Affairs Dr Richard Sezibera is reportedly admitted at a Kenyan hospital in Nairobi capital in critical condition.

Amb. Sezibera has been missing from the public in Rwanda since the start of July following a foreign trip to United Kingdom and France before he fell very sick.

According to a source at the Rwandan ministry of Foreign Affairs and International cooperation, Sezibera is reportedly admitted at Aga khan hospital in Nairobi battling what is suspected to be food poisoning.

Genesis     

It is reported that early July this year Amb Sezibera made a trip to United Kingdom for a meeting with commonwealth commissioners to discuss several issues ahead of the June 2020 CHOGM meeting to be hosted in Kigali Rwanda.

It is further reported that while in the UK, Rwanda’s ambassador to UK – Yamina Karitanyi invited Dr Sezibera for dinner at her embassy.

“It was during this dinner at Rwanda’s ambassador’s residence in the U.K that we suspect that Dr Sezibera was poisoned”A source says.

The operation was reportedly coordinated by a one Jimmy Uwizeye a Rwandan external intelligence operative who was declared in 2006 a persona non grata in Uganda due to his subversive activities but later deployed to UK by Rwandan government.

It should be noted that Uwizeye was expelled from Uganda in November 2006 after Uganda accused him of involvement in clandestine operations against Uganda.

From UK, Dr Richard Sezibera went to France for another foreign office engagements, where he started feeling weak with internal pains.

By the time the minister returned to Kigali, he was severely sick and bedridden.

Family members who talked to this website on condition of anonymity said government first declined to grant them permission to fly him abroad for specialized treatment not until the situations deteriorated before he was airlifted to Aga Khan Hospital private wing where he is currently admitted.

However, he is reportedly been referred to India or Singapore for better specialized treatment.

A family member says Kigali is yet to approve the transfer.

“At the moment Sezibera is still in critical condition and in danger of losing his life at any time”.

Why Targeted

Kigali establishment which has always been on the spot for eliminating those that differ in its working methods is reportedly not been happy with Minister Sezibera’s working policies.

International relations analysts believe Amb Sezibera disagreed with his boss Paul Kagame on matters to do with foreign policies and handling diplomatic rows most especially with the northern neighbor Uganda over border closure and witch-hunting so called Rwandan dissidents.

In October 2018, after being appointed by Paul Kagame to replace Louise Mushikiwabo as Rwanda’s Foreign Affairs Minister, Dr Sezibera adopted a new approach.

Analysts say his new diplomatic approach was to ignore Rwanda National Congress (RNC) and P5 coalition as none existent.

To him, Rwanda’s foreign office to constantly talking about RNC or P5 coalition was giving credibility and importance to these organizations.

In his first press briefing as Foreign Minister, when asked by journalists about RNC or P5 coalition, Dr Sezibera preferred to ignore these organizations by saying that he didn’t know them and that Rwanda shouldn’t waste time on such failed organizations.

“Dr Sezibera understood the art of communication, talking negatively or positively about RNC or P5 was providing free marketing and publicity for these organizations”.

However, few months along the line, on New Year’s Eve, Rwandan president Paul Kagame spent half of his new year’s message talking about RNC, thus providing free marketing and publicity to the same organization which his minister had denied knowledge about their existence.

“With different approaches at the Ministry of Foreign Affairs, it was a matter of time before Dr Richard Sezibera was sidelined, but none expected him to go for his head especially knowing how he has been a loyal servant of the system”.

“With time, Dr Richard Sezibera started becoming frustrated with the whole foreign policy approach led by the system. He was totally not happy with how Kagame’s owned media outlets insulted and abused the former international relations minister of South Africa – Lindiwe Sisulu, especially after the effort he was putting to normalize the relationship with her country”.

“Dr Sezibera was also totally not happy with the government’s approach towards Uganda. After being appointed, Sezibera made an effort to build and open communication contacts between his office and that of his Ugandan counterpart Sam Kuteesa But his rapprochement was always derailed by DMI approach supported by the president’s office”.

“Dr Sezibera was disgruntled with insults, abuses and degrading words that came from Kigali through DMI owned and controlled media outlets towards the leadership in Kampala. The more Dr Sezibera realized that his merely a tool with no power within the Foreign ministry, the more he became disgruntled”

He was in fact sidelined and his junior Olivier Nduhungirehe was empowered to start using his social media pages to bully and insult Ugandan government officials and whoever tried to question his boss.

After facing the repercussions of trying to do what he believed was for the good of Rwanda and its people, he reportedly tried to confide some of his frustrations to one of his relatives.

He was however reportedly betrayed by his own family member who reported to Rwanda’s intelligence body.

Rwanda is a renowned country in the world where everyone is a spy for each other , where parents spy on their own children and children spy on their parents, married couples spy each other and neighbors spy one another.

With Rwandan leader learning that his foreign minister was a Kampala sympathizer, Sezibera crossed the line before intelligence organs started following him up.

About Amb Richard Sezibera

Dr Richard Sezibera is also a senior cadre within Rwanda’s ruling Rwanda Patriotic Front party.

Dr .Sezibera was attached to the medical wing of the then RPF rebel movement and after the war in 1994 he was awarded a rank of Major.

From 1994, to present, Dr Richard Sezibera has served Rwandan government in different capacities.

In 2011, Dr Richard Sezibera was thrown out as a minister of health under unclear circumstances.

He returned to government in October 2018 as new foreign minister replacing another Paul Kagame’s blue eyed woman, Louise Mushikiwabo now Secretary-General of the Organization Internationale de la Francophone.

After his appointment, Dr Richard Sezibera thought to bring a new approach of diplomacy at the ministry of foreign affairs but has met resistances from different forces because of the fact that his ministry is largely controlled by the country’s Directorate of military Intelligence.

IGG arrests Judicial Service Commission secretary and two others over corruption.

The Inspectorate of Government (IGG) has confirmed that it has arrested the secretary of the Judicial Service Commission, Dr. Rose Nassali Lukwago, and others over abuse of office leading to poor service.

The Judicial Service Commission’s mandate is to recruit judicial officers and regulate their conduct.

The other two are; Dr. Opio Okiror, former commissioner of health services and Cuthbert Kagabo, the deputy director of AH Consulting Ltd.
All the arrested have been charged with causing financial loss and abusing the office.

This follows the setup of a 6-member taskforce by Chief Justice Bart Katureebe,to dig deeper into allegations of corruption in the Judiciary. 

Murder of American Volunteer: Serial Killers’s life Imprisonment cancelled,Handed more 24 years.

Uganda – The Court of Appeal has on Thursday,August 8, 2019 ordered convicted serial killer, Richard Arinaitwe to serve 24 years, and 9 months in Luzira prison for the brutal murder of an American Volunteer worker Cecilia Goetz, at Hotel Equatorial in Kampala,in 1998.

This was after three Justices Elizabeth Musoke, Helen Obura and Eziekel Muhanguzi quashed the sentence of life imprisonment that had been given to Arinaitwe by Justice Joseph Murangira without taking into account his mitigating factors as per the Supreme Court decision that had declared the death sentence no longer mandatory.

The Judges noted that Arinaitwe who has so far spent 20 years in prison was a useful and Law student at Makerere by then, with a bright future, who needs a sentence which is rehabilitative so as to go back in society and live responsibly.

Kisoro Lawyer Assassination: Suspects including former M23 rebels remanded.

Western Uganda – The Kisoro grade one magistrate Mr Raphael Vueni on Wednesday,August 7,2019 remanded eight people to Kisoro Central Prison over their alleged participation in the assassination of Kisoro based lawyer Isaac Sendegeya,who was shot dead on Sunday, July 21,2019,2 am.

The lawyer was gunned down at his home in Mukingo village, Nyakinama Sub County in Kisoro District  after returning  from Kisoro town for a social moment.

The suspects were charged of murder and remanded until September 4 for further hearing of their case.

Prosecution told court that on July 21, the accused persons played different roles in the murder of Sendegeya, including DR Congo  nationals and M23 ex-rebels, Charles Munyaneza, 33, alias Seruhasha and Claude Ndagizimana, 42, plus their fellow accused, Steven Mfitundinda, 29, alias Season, a Boda-boda rider in Bunagana Town Board in Kisoro District.

Others are; Sikola Nyiramajambere, 59, and her husband Asuman Hagumakwiha, 59, Asuman Tito Hahumakwiha, Hadijjah Niyijena and Eliminate Mutesi.

Munyaneza and Ndagizimana received  Shs8 million from Nyiramajambere to kill Sendegeya after he won a civil land case against them.

It is said that Mfitundinda used a motorcycle to transport assailants to execute the assassination.

More so, It is believed that Hagumakwiha, Niyijena and Mutesi sent death threats to Sendegeya after winning the same land case on behalf of his client.

Ndagizimana recently handed himself to Mbarara Police Station from Nakivale Refugee Camp in Isingiro district before being driven to Kisoro Police Station, where he confessed to participation in this gruesome murder.

Mbarara University of Science and Technology Vice Chancellor,other officials sued over his ‘illegal’ reappointment.

Mbarara University of Science and Technology (MUST) staff members have gone to court to officially block the reappointment of Prof Celestino Obua as the vice-chancellor.

This comes after Prof Celestino Obua announced his reappointment during the Senate meeting held on July 25, 2019, at Kihumuro campus.

He further stated that he will serve MUST as the vice-chancellor for only five years.

Professor Celestino Obua,66,a physician and a pharmacologist was appointed MUST Vice Chancellor on Friday, 24 October 2014,but majority of staff members don’t want him reappointed.

Prof Obua and others are accused of alleged mismanagement,and other scandals like opening a private bank account to ease swindling of university funds.

The standoff which has led to several staff strikes,has been on since 2017.

The university council chairperson,Dr. Warren Namaara went ahead to note and welcome the reappointment.

Staff members led by Julius Taremwa, the general secretary Mbarara University of science and technology Academic Staff Association (MUSTASA) committed the three top managers to the high court.

Respondents in this matter include; Prof Charles L.M Olweny (the chancellor), Prof Celestino Obua (vice-chancellor) and Dr Warren Namaara (the university council chairperson) who were served with court summons on Wednesday,August 7,2019.

Mr. Julius Taremwa confirmed that the case was opened on 30 July 2019 through the M/S Wamali & Co. Advocates under article 42 of 1995 Uganda constitution, sections 36(1), 37 and 38 the judicature Act-Cap 13,S. 31 of the Universities and Other Tertiary Institutions Act,2001, as amended in rule 3(1)(a), 6(1) Judicature (Judicial Review) Rules,2009.

He, however, said that taking the legal procedure route shall not stop the university staff from going on with industrial actions to solve the administration crisis at the university.

He called upon all the MUST community to join the struggle of cleaning Mbarara University.

He asked the court to look into the matter and block the reappointment of Prof Obua as the Vice-chancellor Mbarara University of science and technology.

He stated that if the impunity is not fought it will cross to all the public universities in Uganda.

Western Uganda: Unknown assailants want over 40 human heads and breasts in Rwampara district.

Western Uganda – Residents of Kikonkoma 2 Ngoma Ward Mwizi sub county Rwampara district are fearing for their lives after finding anonymous letter notifying that assailants want 50 human heads and breasts.

An anonymous letter found in Kikonkoma trading centre on Wednesday,August 7,2019,notified residents that the assailants will kill 50 people and take their body parts like breasts and heads very soon.

Those on the list include the area LC 1 chairman Sabiti Johnson,village head of Defense Stephen Nturuziraaga,and many other people.

According to residents,this is a threat because recently,four people were murdered in their neighborhood like Kigaaga,and in borders in Isingiro district.

Assailants had also notified them that they wanted 8 jerrycans of human blood before police arrested this insecurity suspected to be caused by witchcraft.

They have now reported the matter on Mwizi police station,mobilized crime preventers to net the assailants as police investigations continue.

Uganda: International Specialized Hospital project controversies intensify,Constructors in Court.

The Lawyer representing Roko Construction Company, in the controversial proposed International Specialized Hospital in Lubowa, has asked the High court in Kampala to commit to civil prison the owner of Finasi International FZC, and a one Moses Matovu for contempt of court.
Enos Tumusiime from Tumusiime Kabega and Company Advocates argues that on 4th July 2019, a temporary injuction was issued by court, against the respondents restraining them from evicting Roko construction from the site, not to interfere with Roko’s contract works nor engage another contractor on the Lubowa site until the case is disposed of.

Tumusiime told presiding Judge Andrew Bashaija that a one Enrica Pinetti and Moses Matovu a lawyer by profession who are the controlling minds of Finasi disobeyed the court order by removing Roko’s property from site and closed the gate,  and have even refused to tell court  which new subcontractor has been grading the site of late.

Tumusiime therefore invited court to issue orders sending them to civil prison plus a fine and damages of 9 million dollars until they respect the court order.

In reply Gerald Batanda who is representing Finasi asked court to dismiss Roko’s application for not having adduced  sufficient evidence to prove that its Finasi’s agents that actually removed their property from the Lubowa site.

Justice Bashaija said he is going to deliver his ruling on 21st August 2019.

Romina Kohlera from Roko Construction Company, the applicant in this case, was present in court.

The hearing of this case comes at a time when the minister of Health Dr Ruth Aceng and the permanent secretary Dr Diana Atwine were also yesterday blocked from accessing the said construction site of the proposed International Specialized Hospital in Lubowa.

Parliament early this year, approved a loan guarantee of  Shs1.4 trillion to Finasi/Roko for the construction of the hospital located in Lubowa, Wakiso District along the Kampala- Entebbe road.

Members of Parliament have also moved to summon health minister Sarah Opendi to explain the orders behind blocking of different government officials from accessing the construction site on Tuesday August 6,2019 in Lubowa,by site workers who were guarded by armed police officers.

Speaker Kadaga Slams international community over Refugees in Uganda.

The Speaker of Parliament, Rebecca Kadaga, has criticized the international community for failing to make good of their financial contributions to support refugees in Uganda as they had pledged during the Kampala Solidarity Summit on Refugees in 2017.

Addressing the 10th Conference of Speakers of African Parliaments and Senates at the Pan-African Parliament in Midland, South Africa, Kadaga said that of the US$15 million that was projected to be collected at the summit, only US$540,000 was realized.

Uganda, being the second biggest refugee hosting country in the world and the first in Africa, was selected to host the refugee summit attended by world leaders and technocrats who included the United Nations Secretary General, Antonio Guterres.

The United Nations High Commissioner for Refugees (UNHCR) June 2018 report shows that Africa has the highest number of forced migrants in the world. 

Speaker Kadaga requested the UNHCR to build permanent structures such as health centres and schools in the refugee settlements as a stopgap to support host communities that have co-existed with refugees in the event that they leave.

Late Janani Luwum’s Widow Mary Luwum dies at 93.

Mary Luwum,93,wife to the late Archbishop Janan Luwum is dead. Luwum was the archbishop of Church of Uganda from 1974 to 1977,who was arrested in February 1977 and died shortly after,during Idi Amin’s regime.

In a statement, All Saints’ Cathedral, Kampala revealed that Mama Mary Luwum died of cancer of the gallbladder at 3 p.m. on Tuesday, 6th August at International Hospital Kampala (IHK).

She is survived by 7 children; 4 girls and 3 boys.

Mary’s husband Janani Jakaliya Luwum was the archbishop of the Church of Uganda from 1974 to 1977 and one of the most influential leaders of the modern church in Africa.

He was killed on February 16, 1977 a day after he was arrested on false charges by former Ugandan president Idi Amin along with other two ministers.

My late husband, Ms Luwum told media in 2016, was “a humble hero from the Christian faith, who had indiscriminate love for people regardless of their origin, race, ethnicity and religion amidst other values.”

The Most Rev. Stanley Ntagali described Mary Luwum as a “faithful witness to her Lord and Saviour.”

“Like her husband, her testimony has inspired many and will live on. We commend her to her Lord and pray for their family and all who grieve her passing,” he said.

Burial arrangements are underway and will be communicated later.
