The ministry of Health Permanent Secretary Doctor Diana Atwiine has also advised travelers that can suspend their travels to China to do so as the situation normalizes.

Update: The death toll in China from a deadly new coronavirus rose to 132 with new cases reaching nearly 6,000 – more than during the SARS epidemic of 2002 and 2003 – as Japan and the United States began evacuating hundreds of citizens from Wuhan, the city at the centre of the outbreak.

Ugandan climate activist accuses western media of racism after cropping her out of a photograph.

Ugandan climate activist Vanessa Nakate has accused the western media of racism after she was cropped out of a photograph taken with her white peers in Davos,a town in the Swiss Alps, within the canton of Graubünden, a popular ski resort with a conference center that hosts the annual World Economic Forum.

In an emotional video statement, Ms Nakate said that for the first time in her life she “understood the definition of the word racism”.

She said various outlets, including the US’ AP news agency, had removed her from photos.

AP, which has since removed the cropped photo, said there was “no ill intent”.

“The photographer was trying to get a picture out fast under tight deadline and cropped it purely on composition grounds because he thought the building in the background was distracting,” the news agency’s director of photography, David Ake, said.

“When we went back to add more pictures to the report, which we almost always do when we are working under very tight deadlines, we added additional pictures with different crops.”

How did we get here?

Ms Nakate gave a news conference in Davos on Friday alongside fellow climate activists Greta Thunberg, Loukina Tille, Luisa Neubauer and Isabelle Axelsson.

She later shared an article by AP in which she was cropped out of a picture of the activists.

In a video statement posted on Twitter, she accused the media of racism.

“We don’t deserve this. Africa is the least emitter of carbons, but we are the most affected by the climate crisis…You erasing our voices won’t change anything. You erasing our stories won’t change anything,” she said.

“I don’t feel ok right now. The world is so cruel.”

The 23 year old said she had not received “any explanation or apology” after the AP image was replaced with one that included her.

The video has been watched about 40,000 times and been shared by hundreds of people.

Some Twitter users also noted that other media outlets had misidentified Ms Nakate as Zambian activist Natasha Mwansa.

Leading climate activists offered their support.

Locusts in East Africa: UN calls for assistance. Uganda needs Shs5 bn. #omwavu #Omwavu

United Nation (UN) Food and Agricultural Organisation (FAO) has called for international intervention/aid to “avert any threats to food security, livelihoods, malnutrition”. It requires 10 m U.S dollars.

Locusts

Ethiopia, Kenya and Somalia are struggling with “unprecedented” and “devastating” swarms of the food-eating locusts, the FAO has said, fearing locust numbers could grow 500 times by June.

Ethiopia and Somalia have not faced an infestation on this scale for 25 years, while Kenya has not seen a locust threat this size for 70 years, the FAO said earlier this week. South Sudan and Uganda are also at risk if the swarms continue to grow and spread. For Uganda, as of Thursday Jan 23, 2020 , they were 166KM away from her border with Kenya.

Uganda needs five billion shillings (US$ 1.4m) to avert a possible invasion of desert locusts, according to the Ministry of Agriculture, Animal Industry and Fisheries.

The swarms have spread from Yemen across the Red Sea. Heavy rainfall at the end of 2019 created ideal conditions for the food-devouring insects to flourish.

And the problem could get worse as the year goes on. Aside from growing numbers in east Africa, locusts have also been breeding in India, Iran and Pakistan, which could turn into swarms in the spring.

Locusts can travel up to 150 kilometres (93 miles) in a day. Each adult insect can eat its own weight in food each day.

A swarm the size of Paris could eat the same amount of food as half the population of France in a single day.

Uganda 2020 Parliament week kicks off, Shs5 bn needed to help Albinos.

One of the walkers.

The institution of Parliament will be made easily accessible to members of the public, to get more experience and learn about the workings in the legislature, Speaker Rebecca Kadaga has said.
Kadaga said that one of the major highlights of the 2020 Parliament Week will be the Public Parliament where members of the public will get the opportunity to wear the shoes of their Parliamentary representatives.
“We are giving the public an opportunity to meet and to engage with their Members of Parliament, the public will also participate in a plenary sitting where they will discuss issues of concern, which we as legislators will take on for further discussion,” Kadaga said.
She made the remarks while addressing the media on the event that will run from 20 to 25 January, 2020.
The Speaker added that the event would change the perspectives that many Ugandans have about the institution of Parliament which would thus increase engagement on many fronts.
“When many people walk by Parliament and look at the buildings, they imagine that the place is hard to access but I believe there has lately been increased ease of access to Parliament,” said Kadaga.
